Born in Mexico City he received a scholarship to study at the College of San Ildefonso in 1848.
He received his law degree in 1861 and held the posts of: Director of the College of San Ildefonso during the Empire, Professor of Patristic and Canon Law at the National School of Jurisprudence, Director of Public Records and Deeds in 1874, and Director of the National University from September 22, 1910 to September 22, 1913.
